O cenário político, econômico e social tem proporcionado um questionamento por parte dos cidadãos no que se refere ao seu próprio espaço de participação nas questões políticas. A movimentação social na forma de protesto é um exemplo dessa crescente necessidade de participação da sociedade. Um dos recursos que pode ampliar essas possibilidades é a tecnologia. É correto afirmar que o avanço e a popularização da tecnologia, mais especificamente, das redes sociais, estabelecem novas oportunidades de ampliação desses espaços virtuais. Alinhadas a este cenário, há várias iniciativas cujo objetivo é desenvolver ferramentas que facilitem ou promovam a participação cidadã. Por outro lado, ainda há muitas questões que necessitam ser investigadas para que a utilização dessas ferramentas seja efetiva. O objetivo deste trabalho é propor uma ferramenta que facilite a discussão de problemas da sociedade pelos cidadãos. Na análise dos resultados, obtidos através de experimento com usuários para avaliar a efetividade da ferramenta, foi possível perceber que embora a maioria dos usuários concordem que o modelo de discussão e cadastro de problemas proposto possa contribuir para a real solução do mesmo, há ainda uma falta de motivação e engajamento dos cidadãos que necessita ser estudada e melhorada.
The political, economic and social scenario has given rise to questioning on the part of citizens regarding their own space for political participation. The social movement in the form of protest is an example of this growing need for society's participation. One of the features that can expand these possibilities is technology. It is correct to affirm that the advancement and popularization of technology, more specifically, of social networks, establish new opportunities to expand these virtual spaces. In line with this scenario, there are several initiatives whose objective is to develop tools that facilitate or promote citizen participation. On the other hand, there are still many issues that need to be investigated in order for the use of these tools to be effective. The objective of this work is to propose a tool that facilitates the discussion of problems of society by citizens. In the analysis of the results, obtained through an experiment with users to evaluate the effectiveness of the tool, it was possible to perceive that although the majority of users agree that the discussion model and the proposed problem register can contribute to the real solution of the same, there is still a lack of motivation and engagement of citizens that needs to be studied and improved.
